I am designing a survey in Spanish.  When I tested the survey out in
the android device, the Spanish accents show up as question marks in
diamonds.  I had designed the form as Spanish when using ODK Build.
Does anyone know what the problem could be?

I have the same issue, it seems that accents and tildas are not
accepted through ODK build.

this is very likely an build issue. odk collect renders utf-8 encoded forms 
properly.
