I made Options page of the Chrome plugin work (also added jQuery for Options page). Organized JS code, made an internal API (NppSync) for Chrome Plugin with some tools. Added support for http:// addresses, also added permissions to manifest for "http://localhost/_", "http://_.lh/*", so that you can translate any address of this kind to a filesystem path.

It's been a while since I've made these changes... Now I made a rebase and this PR is good to merge, if you will.
