Implement FileTimeToSystemTime, FormatMessageA (stub) #19

Other changes:

Reworks FILETIME handling a bit
~~Makes host.canonicalize normalize the path without it having to exist (matches GetFullPathName behavior)~~ Removes host.canonicalize, adds host.current_dir
Zeroes lpNumberOfBytesWritten at the beginning of ReadFile/WriteFile

I needed to fix web build again (pushed here for your convenience, feel free to clobber), but file sizes are before: 1565605 after: 1580253

so +15kb, 1%

I guess it's fine again.

I am not sure when to draw the line on new dependencies :( but I also expect fundamentally we'll need windows path manipulation and this library seems like it does that.

With my sketchy web fix it appears that the monolife demo (which at least loads a .dat file) still works on web so I'm gonna merge this as is
