React-Native-Fcm does not work on android 9 #1101

FirebaseInstanceId: Token retrieval failed: SERVICE_NOT_AVAILABLE

Information for better support

  1. RN version=0.57.3, react-native-fcm version = 16.2.4
  2. Problem on android 9
  3. App automatically stops working on fetching fcm token
