Import CVS history as git history #2

A bunch of the subdirectories have CVS directories in them; it would be cool if that CVS history could be imported as git history in this repo. I'm not sure if that's possible without wiping it out and starting afresh, though...

(doing this properly probably involves learning how to use ESR's reposurgeon tool...)
