Code & Test Define New (Scalar) Property Type #28

Story: As a Metaspace Steward, I have the capability to define new MAP PropertyDescriptors via the MAP Human Interface for scalar PropertyTypes (e.g., String, Boolean, and the various Integer types) as specified in UC: Define New Property Type and its included use case: UC: Edit Scalar Property Type

The implementation of this story pulls together various back-end capabilities offered via the Conductor API with front-end visualization, interaction, and controller logic to deliver a complete end-to-end experience -- at least for this very small slice of functionality. Specifically, it depends upon the following issues:
