Flash client: Debug button should not be visible by default

What steps will reproduce the problem?
1. Run NDT Flash client from http://www.measurementlab.net/tools/ndt
2. Wait for test to complete

What is the expected output? What do you see instead?
The NDT Flash client shows every user a "Debug" button. It's not clear to a 
casual user what this information means or how they should interpret it. The 
Flash client should not show this by default. Instead, it should only show it 
in a "debug" mode (possibly initiated by a keyboard shortcut or URL variable).

What version of the product are you using? On what operating system?
Chrome 37 on Ubuntu x64

Currently there is debug option in config file which allows to set this 
variable and based on this setting debug button will or will not appear. It has 
been implemented earlier but I found some bug and fixed this in r1132. Is such 
solution correct?
