New NDT release #162

The purpose of this ticket is to prepare and publish the new NDT release.

"The only open thing on an NDT release candidate out is getting it so that the 
Flash clients works out of the box when you do an RPM install (i.e. it’s not 
a weird arduous process of “edit this file, and that file, and install this, 
and then edit this file”. You just do a “yum install ndt-server”, start 
NDT, navigate to the NDT URL and it Just Works (tm))"

The following tickets should be done before the release can be made:

* Issue 154:  Add java/flash plugin detection to JS UI page 
* Issue 155 - Issue 160: flash client related improvements

All flash client related improvements have been fixed and changes are available 
on FlashClientFixes branch. Please feel free to review them and if all will 
look ok then I will merge them into trunk in nearest time.

The changes are on branch Issue162. I made the new HTML5-fronted be installed 
used by default by both httpd and fakewww. I also added a flash policy daemon 
for the flash client.

After releasing RC1 we should fix the following issues before releasing the 
final 3.7.0 version:

 * Issue 36:    Correct NDT compressed log file extension
 * Issue 165:   .meta file: Incorrect values for client IP and server IP
