What is the status of this? Why do the hardforks need to be on different blocks?

This is just a genesis file generated by puppeth.

@jwasinger does this needs to be merged? Does it need to contain private keys?

It was just an example configuration. not the private keys we are using in production. Closing this as we are not using Clique for now.
