Goals:

Generates an Ethereum test case set from wrc20 implementations X wrc20 tests
Run tests efficiently using tooling contained in pre-built Docker images (chisel, clang-7, testeth-hera)

WIP Don't review until I clean it up.

Closing this as I've gotten WRC20 testing working with Truffle. PR Incoming soon
