Assign user to each dataset, instead of each project #3

Users often add a small handful of datasets from a project in to labrador. In the future, someone else can add more. It's currently difficult to work out which are new. Add a column for date and person to the datasets page.

Date was already present for the datasets. Added to the display table in 55df35fffda13576b27d50c218b2d251a60370a9.

I think date should be fine for this. Multiple users can be added to the project, and I'm not sure that it would add a huge amount of value to add users to each dataset as well. Mostly, it's a pain as it can't be automated - frequently it's not the person who's adding the datasets who should be the assigned user.
