One can hide ALL modules when there is NONE enabled! #243

Expected Behavior

If the user did not activate any modules the option to show Only enabled is overridden.

Current Behavior

Click [x] Only enabled in the module list menu when having nothing enabled: All gone... There is not much indication that there are things hidden.
