One can hide ALL modules when there is NONE enabled!

Expected Behavior

If the user did not activate any modules the option to show Only enabled is overridden.

Current Behavior

Click [x] Only enabled in the module list menu when having nothing enabled: All gone... There is not much indication that there are things hidden.

Possible Solution

• [ ] Override the module list filter to show hidden modules when none are enabled.
• [ ] have a global count on the module list header to indicate enabled/disabled modules
