no .gc3 folder created in home folder on MacOS #486

What steps will reproduce the problem?
1. get a Mac
2. install GC3pie

this as been seen in the context of gc3 pie implementation to brainy.

Note to others: due to brainy's use of "conda" envs, the normal GC3Pie 
`install.sh` script was not used here.

The issue seems to be that GC3Pie -upon first run- tries to access the 
`.gc3/next_id.txt` file:

- if the directory already exists, the file is created and no error is reported;
- if the directory does *not* exist, file creation fails but the error message 
does not point out the real cause nor any meaningful solution.

This should already be fixed in release 2.3 or later. Can you please try again?
