Work item ID requirement should be configurable #55

Is your feature request related to a problem? Please describe. By default the Azure DevOps work item ID is optional. Internally, we will always expect this to be set.

Describe the solution you'd like This should be configurable to be required (without introducing unmanaged changes on the solution components).

Recommendation is for projects to create their own business rules on top of the Development Hub solutions.
