WIP 3.9 #139

This PR prepares the exa for a 0.3.9 release which is a major stepping stone toward the 0.4.x code refactoring. In this commit, we have removed relational support, DB and configs, updated the build systems, documentation, and are setting the stage for a smooth transition to 0.4.0.

WIP: units

Testing for py35 is failing not because of the code base but because travis-ci with py35 uses a version of ubuntu that has the wrong version of libicui18n.so.56. This library is needed for running the GUI based tests of matplotlib.
