I'm not 100% sure that is a right thing to update the repo when new releases are published. This impacts existing installations. Note however that you can pass, via the settings_hash parameter, the repo you want to use

That's true, but it would only affect people that manually update the module right? It wouldn't be a silent update that breaks stuff. And a new user that starts using puppet-tp would have outdated software by default and therefore would have to manually specify the repositories.

I don't know there are pros and cons both ways.

Data has moved to https://github.com/example42/tinydata There we have a policy of update over retro compatibility: So a PR like this would be immediately accepted ;-)
