Upgrade ColPack.jl #19

@gdalle I updated my fork of ColPack to enhance the C interface and resolve various issues in the build system, enabling compilation with OpenMP. I also opened a PR in Yggdrasil to release version 0.4.0 of ColPack_jll.jl.

I took your commits and made some more changes on the Julia side in #20, should we close this one?
