Autogenerate sphinx documentation #11

This PR add automatic generation and deployment of NeoFOAM documentation.

Currently just playing around, but I like that we basically don't need any extra files besides a Doxyfile.

@HenningScheufler I see, you already added something on for documentation #6. I'll have a look at it. Also I think github pages would be a good start to host something. See https://exasim-project.com/NeoFOAM/.
