This PR implements time integration scheme based on sundials. The library will affect the design of the numerical operators and the DSL.

Steps:

[x] installation
[ ] simplify the usage by wrapping sundials
[ ] tests to run on CPU and GPU

Goal: is to have a prototype for the DSL development
