Release AAF to PyPi

• [x] Compare github worflow of TE
• Proposals for the first release of AAF
  • add CLI option --draft to command gh release create
  • PyPi should be done after the GH release
• [x] Add build SLC to the GitHub workflow build-and-publish.yml
• [x] Ensure the file name of the built SLC / URL matches deploy scripts
• [x] Add the SLC files(s) to the command gh upload
