Detect obsolete AWS stacks #302

In the scope of the AI lab @tomuben identified some longer existing AWS cloud formation stacks and related resources, e.g. EC2 instances.

The current ticket requests to take measures to detect and report such resources.

Add a specific AWS tag to the stacks and resources that should be kept
Create a Lambda detecting untagged stacks and resources
Report untagged stacks and resources to our Slack channel integration-monitoring
