Fix structure of requirements specification #256

Currently, system_requirements contains

- Stakeholders
   ...
   - Integrators
   - Terms and Abbreviations

While "Terms and Abbreviations" is probably no "stakeholder". It also sounds strange, having only a single "stakeholder". Maybe there is another stakeholder worth mentioning? And why should only "integrators" be stakeholders? Is it maybe also developers?
