Fix docker push and allow docker push workflow for ci_test branch #175

Background

Again, the docker push is broken. We need a way to test the Github workflow without pushing to master.

Acceptance Criteria

  1. Fix docker push
  2. Run publish_docker_runner.yml on ci-release-test/*
