New Docker-DB versions which we need to support have been released.

[x] Add config for Docker-DB 7.1.14
[x] Add config for Docker-DB 7.1.13
[x] Add config for Docker-DB 7.0.20
[x] Change default image version to 7.1.14
[x] Update LATEST_DB_VERSION in test_environment_options.py
[x] Update currently supported version(s) in README.md
[x] Update changelog
