#255: added generation of sphinx documentation #260

Changes

Added noxfile which contains commands for building/pushing the docu and running tests
Removed the scripts to run tests (now controlled by noxfile)
Refactored GH workflows: Created a separate GH actions file which is reused in the workflows
Added sphinx docu stuff
