Fix the documentation following the introduction of SaaS features #133

Due are two kinds of changes.

  1. The language container deployment has been moved to the python-extension-common. So has the user guide in this part. This user guide needs to reference the other one.
  2. The new features related to the SaaS deployment must find their way into the doc.
