Github workflow publish-test-container doesn't work anymore #792

Background

Github workflow publish-test-container doesn't work anymore, because exaslct doesn't support cli command build-test-container and push-test-container
The api of the https://github.com/exasol/integration-test-docker-environment still provides the necessary functions, but doesn't provide the necessary CLI
We need to clarify why the CLI was removed

I discussed this with @tomuben , the reason for removing the CLI commands from the ITDE was, that we need to supply a JSON configuration for the test-container which is use case specific. For that reason, we decided to move the CLI commands to SLCT which actually defines the layout of the test-container of the SLCs.

We need to first implement the CLI in SLCT, which is done in https://github.com/exasol/script-languages-container-tool/issues/193. For that reason, this is blocked until this is done.
