Add CI to build and run tests

This would allow contributions to be made easier and require less after-math work. Basic ideas:

• Run all the tests
• Make sure that the author is part of the copyright of modified files

Possible further work would be:

• Code formatter an linter
• Typo detection
• static code analysis
