organization_group: apply rules to the concatenation of workPost + workPlace #14

Currently to define organization_group we use rules based on either workPlace or workPost

However, some declarants write both post and place to post (example), and thus are labeled as "Без категорії".

So I propose to apply rules to the concatenation of workPost + workPlace.
