Please check how the region is created. We agreed that it will be taken from actual region (and if there is no data, then registration region). The data is taken from html, not json (cause in jsons all regions are marked as "confidential")
However, here is an example of declaration, where the actual region is Mykolaiv, but in BI it is assigned to Crimea (registration region). Please see the screenshot of this document in BI attached.
