Installer deploys incorrect version of Microsoft.SqlServer.Types.dll into .Net 4 builds (ArcGIS >= 10.4) #32

The installer deploys the same version of Microsoft.SqlServer.Types.dll regardless of ArcGIS version targeted and .Net framework version they support. This works in .Net 3.5 builds (ArcGIS < 10.4), but a different version is required by .Net 4 builds (ArcGIS >= 10.4).
