accept 'breaking' label for breaking changes #90

Some breaking changes may be considered things like dropping support for things, which aren't necessarily api changes.

Oops, that was wrong. The tags.yaml was actually unused. It's now removed and the change applied in the right place. Breaking changes are now listed first, which we currently do by hand in JupyterHub.
