MAINT: remove 2023 folder in favour of dated docs #963

This PR removes 2023/ and replaces with the dated document structure

@mmcky this broke the link to our blog post, so social posts about it are now broken. When you change a link, can you please add a rediraffe redirect so the links don't break?
