[RLS] Pre-release 0.4.0rc1 #666

Making a pre-release so that others can try it out and report bugs. Also so that @mmcky can test out upgrading in jupyter book.

Is "latest" the same as "master"?

Also neither that changelog nor the one in the repo on master show what has changed.

And we'll get out a change log but for now just wanted to get the release out there.
