Unnesesary scrollbar showing in primary sidebar

Describe the bug

context When I create an almost empty book.

expectation I expected scrollbar to not be visible.

bug But instead scrollbar in sidebar is showing. Example screenshot:

We've also encountered this. This seems to be caused by the (invisible) rtd-footer-container div; when I remove the element in Firefox' inspector, the scrollbar goes away.
