MAINT: update build and CI for Sphinx 7 #65

This PR upgrades our build and CI infrastructure to use Hatch and the latest packaging standards.

@mmcky this is pretty close to ready. @choldgraf can you install codecov for this repo?

In the interest of iteration, I'm going to merge this; codecov can be fixed at a later date, and I'm confident that this doesn't introduce any regressions.
