Adding hotkeys for +/-5% speed changes, for use with rotary knobs

I have tried to use the changed .c file in my obs but it didn't work, so I'm guessing it probably needs to be newly compiled?

Either way This is all I can help with my little to none coding knwoledge. I hope this at least saved you some work
