Anchor links should not have target="new" appended automatically #41

On the Installing Java page, there is a section that allows the user to choose their operating system. When I clicked on an operating system link, I expected an page jump to the appropriate header on the current page. Instead, the link opens a new tab of the same page set to the top of the page.
