Add GitHub Actions #20

Add a Workflow to GitHub Actions which does the following:

  1. Compile the escript,
  2. Run dialyzer

Just start doing it. A simple PR that puts an empty workflow as first commit to "claim" should be sufficient.

PS: Don't forget to mention this issue in the PR text when you open the PR to link issue and PR.
