Prompt students to give feedback on "beta" learning exercises #5798

As promised in https://github.com/exercism/docs/blob/main/building/tracks/config-json.md#concept-exercises

beta: This signifies active exercises that are new and which we would like feedback on. We show a beta label on the site for these exercise, with a Call To Action of "Please give us feedback."

FYI, It's in Tai's designs, it's just not implemented yet.
