Update bin/fetch-configlet script #187

The script has been tweaked to work better across all platforms.

This repository has two fetch-configlet scripts. The first is the one that this PR is updating. The second is bin/fetch-configlet.py which was added in a PR with the title "Fix lints" (#107), which makes me think that maybe the python script was an accidental addition. I pinged the author of that PR to ask about it.

This script has been moved into org-wide-files, so this is now unnecessary.
