This PR rewrites the contributing guide based on @kytrinyx's suggestions in the Exercism Slack.

@kytrinyx Thank you so much for a very thorough review of the contributing guide! Aside from working on your suggestions, I've also made a few small changes in order to make it easier for anyone to contribute. I'm happy with how the guide feels right now, and I'll be merging it in.
