github: change the CODEOWNERS from @exercism/maintainers-admin to @exercism/guardians #127

This PR changes the CODEOWNERS from @exercism/maintainers-admin to @exercism/guardians.

This allows us to have a separate team of trusted polyglots, responsible for checking for security issues.
