Tools repository does not exist #127

In instruction at https://github.com/exercism/request-new-language-track ("How to bootstrap a new track" -> "One-time setup"):

Install hub. Clone the request-new-language-track repository. Clone the tools repository "Tools" it is link to https://github.com/exercism/tools

But this repo does not exist. Or it is private repo.
