Documenting pull request guidelines #43

Referencing issue #24

I've made a new file under contributing-to-language-tracks/ with the pull request guidelines from https://github.com/exercism/x-common/blob/master/CONTRIBUTING.md#pull-request-guidelines. Also fixed the link for commit messages on line 20.

Will make a separate pull request there for deletion.

Ok, this one should be good! I added the link to squashing commits and fixed the link to commit messages by amending the last commit.
