Consistently refer to paths #89

@tleen You know, I just realized that all this is in a file called readmes.md but there's also a confusing file with the same heading stubs but no content called README.md in the same folder. What's the purpose of that second file and should we remove it and rename the one we're editing in this pull?

@bdw429s probably not, that README is the GitHub landing page for the repo while this one should be the docs about readmes. If anything that README.md should probably be updated to point to the separate doc files.
