Update config.json to use track_id instead of slug

[x] ~~update trackler to handle track_id (provide slug as an accessor for the track_id if present)~~ The slug is not currently used anywhere in the current codebase, but should be present in the config, as this is the canonical source of truth for tracks.
[ ] submit issues to all the tracks

Track IDs should be all lower case, and hyphenated (not underscored) if we need a separator.

I reconsidered. I want to remove it because it's redundant, not replace it with other redundant information.
