Chore: Bump nim from 1.2.2 to 1.2.4 #22

This PR updates our Dockerfile and CI workflow to use the latest stable Nim release.

It's a short changelog. But it includes a small commit from me... so it must be important :)

Requesting a review from @exercism/ops as this PR changes the Dockerfile.
