[ ] Add notification for new exercise representation
[ ] Follow these rules
- [ ] if exercise.feedback_type == "essential", notify everyone
- [ ] elsif exercise.feedback_type == "actionable", notify everyone from the last month
- [ ] else don't notify

@ErikSchierboom Do this one after the others. We'll probably want to agree the exact details of this - for example, we don't want to notify someone until they've had chance to see the relevant page, so we need to get that delay correct (there's already code for this - it just needs enabling for this)
