Git ignore .editorconfig #105

Related to #104, using an .editorconfig lets us maintain consistent styling for the non-Go parts of the repo. This change will not force anyone to use one, but will ignore it should it be present.

This is more of a for-your-consideration request. I like using .editorconfig files myself.

This seems reasonable given that we'll probably never want a project level .editorconfig.

Wanted to get more consensus :smile: since it is a meta-repo code environment thing.
